Accountant – Partnership Fund Job Vacancy: East African Community

Applications are invited from suitably qualified citizens of East Africa (Burundi, Kenya, Rwanda, United Republic of Tanzania and Uganda) for the following Project Position at the East African Community Headquarters in Arusha, Tanzania.

This is a non-established position supported by the EAC Partnership Fund and the contract terms are limited to one (1) year with a possibility of renewal subject to performance and extension of funding.

Accountant – Partnership Fund

Grade: Professional Staff Category (P1 Equivalent)
Reports to: Director Finance/Resource Mobilisation Officer

Organ/Institution: East African Community Secretariat
Duration of Contract: 1 Year Fixed Term (Non-Established)

Station: EAC Secretariat, Arusha, Tanzania

Main Purpose of the Job:
• To effectively handle all budgeting and accounting processes as well as preparation of appropriate reports for the Partnership Fund.
Duties and Responsibilities:
• Prepare payment vouchers, cheques, local purchase orders for all transactions relating to Partnership Fund Projects.
• Reconcile ledger accounts of the projects and follow up of imprest given to staff travelling on official duties under projects.
• Post all journals related to project databases.
• Ensure that enough funds are available in the project accounts, and lodge the disbursement request once the balance amount is low.
• Prepare financial reports for accountability of the funds disbursed and analysis of accounts so that decision makers receive timely and accurate information.
• Assist the project officers to prepare budgets for the activities requested.
• Monitor the expenditure of the projects with a view to ensuring that the amounts budgeted for under each expenditure head is not exceeded.
• Ensure that Financial Rules and Regulations governing the use of funds are strictly adhered to.
• Prepare financial statements of the Project databases at the end of the financial year, provide necessary responses to any audit observations or queries from the relevant donors.
• Any other duties assigned by the Project Implementation Unit of the Partnership fund.
Qualifications:
• Bachelor’s degree in Accounting, Business Management/Administration, Commerce with professional qualification in Accounting, preferably ACCA or CPA.
Experience:
• At least eight (8) years relevant experience in a busy accounting environment with three years exposure in handling accounting activities for Donor Funded Projects.
Skills and Competencies:
• Working knowledge of accounting computer packages, Analytical skills, Ability to work under tight schedules, result oriented, excellent oral and written communication skills.
Age: 28-40 years.

Terms and Conditions of Service

This is a non-established position funded under the EAC Partnership whose contract terms are limited to a period of one (1) year, and may only be renewed subject to extension of funding.

Attractive consolidated remuneration packages for non-established fixed contract positions will be paid in accordance with the EAC regulations on short term staff contracts.
